How to Claim Back Overpaid Income Tax from LHDN Malaysia

Received any letter from LHDN informing that your are not allowed to claim back overpaid income tax as your account did not indicate any figure available for the claiming?
Recently, my friend received a letter from LHDN.

“akaun tuan tidak menunjukkan apa-apa baki kredit yang boleh dibayar balik”

I’m scratching my head and looking at the letter, WTH does it mean? I could even feel more comfortable if they send a letter to tell me that I have been imposed penalty due to the underpaid income tax and attached with supporting documents for clarification. At least, it makes me feel more confidence that they are doing their job in the right way! Else, the statement seem like telling you the account tiada apa-apa baki kredit yang boleh dibayar balik and no need to payback any underpaid income tax. The account shows credit and debit are perfectly tally, no extra, no less! How confidence are you with such a statement?
